WASHINGTON, March 20 (Reuters) - Intel Corp on Wednesday was the latest semiconductor company to be awarded billions of dollars in grants and loans from the U.S. government in President Joe Biden's effort to supercharge domestic chip output.

Below is a list of the awards made so far and those expected in the weeks and months ahead.

INTEL

The Biden administration said it has inked a preliminary agreement with Intel for $8.5 billion in grants and up to $11 billion in loans for plants and upgrades to manufacturing sites in Arizona, Ohio, Oregon and New Mexico.

GLOBALFOUNDRIES

In February, the Biden administration awarded $1.5 billion to GlobalFoundries, the world's third-largest contract chipmaker, to build a semiconductor production facility in Malta, New York, and expand existing operations there and in Burlington, Vermont.

MICROCHIP TECHNOLOGY

In January, Commerce announced Microchip Technology would get $162 million in government grants, allowing the company to triple production of mature-node semiconductor chips and microcontroller units at two U.S. factories.

BAE

The U.S. Commerce Department in December said it planned to award $35 million to BAE Systems to quadruple production in New Hampshire for key semiconductor chips used in F-35 fighter jets and commercial satellites.

FUTURE AWARDS

Awards for South Korea's Samsung and Taiwan's Taiwan Semiconductor Manufacturing Co are expected in the coming weeks and months.

CHANDLER, Arizona March 20 (Reuters) - President Joe Biden awarded Intel nearly $20 billion in grants and loans on Wednesday, marking the U.S. government's largest outlay to subsidize leading-edge chip production and supercharging the company's domestic semiconductor chip output.

Biden announced the preliminary agreement for $8.5 billion in grants and up to $11 billion in loans for Intel in Arizona, where some of the funding will be used to build two new factories and modernize an existing one.

He said the pandemic helped cause an acute shortage of semiconductors, forcing factories to shut and prices to rise, and he has since been determined to invest in America.

"We will enable advanced semiconductor manufacturing to make a comeback here in America after 40 years," the president said.

Biden, a Democrat, also attacked Donald Trump and said under the Republican former president's policies, companies sent jobs overseas and Trump's tax cuts helped wealthy corporations.

"If we invented it in America, it should be made in America," Biden said.

This investment "will transform the country in a way, you don't even understand."

Commerce Department Secretary Gina Raimondo on Tuesday called it one of the largest investments ever in U.S. semiconductor manufacturing.

She said the administration hopes to increase the U.S. share of advanced chip production from 0% to 20% by 2030 through the subsidy program.

The historic outlay shows the Biden administration is betting big on Intel as part of the 2022 CHIPS and Science Act, a bid to boost domestic semiconductor output with $52.7 billion in funding.

It could also help Biden, who lags Trump in voter perceptions of their ability to manage the U.S. economy, to again take Arizona in November's presidential election.

The Democrat narrowly won the Southwestern swing state in 2020.

The CHIPS Act's goal is to reduce reliance on China and Taiwan, as the share of global semiconductor manufacturing capacity in the U.S. has fallen from 37% in 1990 to 12% in 2020, according to the Semiconductor Industry Association.

Lawmakers have warned U.S. dependence on chips manufactured in Taiwan by the world's top contract chip manufacturer TSMC is risky because China claims the island as its territory and has reserved the right to use force to retake it.

Republican U.S. Representative Michael McCaul, a sponsor of legislation that helped shape the CHIPS Act, welcomed Wednesday's announcement.

POINT OF PRIDE

Biden's Arizona trip could also help Democrats defend a critical U.S. Senate seat in November and possibly provide a boost in a pair of competitive House of Representatives races.

Arizona was a point of pride for Biden's 2020 campaign, which flipped the state for the first time in six presidential elections, but his aides see delivering a repeat victory as a tall order.

Recent polls show Biden trailing Trump by single digits in the state, according to the website FiveThirtyEight.

BOON FOR INTEL

It is also welcome news for Intel, which in January forecast first-quarter revenue could miss market estimates by more than $2 billion, as it grapples with uncertain demand for its chips used in the traditional server and personal computer markets.

Intel shares ended the day up just 0.36% at $42.20.

In addition to Intel's Arizona projects, the money will help fund company projects in Ohio, New Mexico and Oregon.

The chip maker is also expected to receive as much as $3.5 billion from the Commerce Department to boost security at its Arizona facilities to produce sensitive chips for the military.

The Intel award is the latest in a string of subsidy announcements.

Awards for South Korea's Samsung and Taiwan's TSMC are expected in the coming weeks.

The Commerce Department is dedicating $28 billion for government subsidies for advanced chips manufacturing - although it has more than $70 billion in requests - and also has $75 billion in lending authority.

This deployment, which lasted for approximately eight months, came at a pivotal moment when tensions in the Middle East reached a crescendo following Hamas’ attacks against Israel on October 7.


In a strategic show of force and commitment to Israel’s defense, the Ford was positioned within striking distance of the embattled nation just a day after the conflict with Hamas escalated.

This deployment served a dual purpose: to underscore the U.S. dedication to its allies and to contribute to wider efforts aimed at deterring further regional instability.

Defense Secretary Lloyd Austin made a significant visit to the Ford during its deployment, signaling the importance of the carrier strike group’s mission and its role in deterring aggression.

On October 2nd, 2021, the USS Connecticut, one of the US Navy’s formidable Seawolf-class nuclear fast attack submarines, encountered a disaster that would mark a years-long setback for its operational readiness.

Striking an underwater mountain, the USS Connecticut (SSN-22) sustained severe damage, prompting a costly and time-consuming repair process that is reflective of broader maintenance and readiness challenges facing the Navy.


The incident left the submarine’s bow and sonar dome sheared off, vanished beneath the waves.

It hobbled to Guam for preliminary damage assessment and some repairs before embarking on a slow journey across the Pacific, surfaced all the while, ultimately docking at Puget Sound Naval Shipyard in Bremerton, Washington, for extensive repairs.

Nearly two years after the collision, drydocking began on July 12, 2023, signaling the start of an arduous repair process that won’t see completion until at least early 2026.

The repair costs, as communicated by a NAVSEA spokesperson, are estimated at a staggering $80 million.

The complexities of repairing the USS Connecticut are manifold.

Not only is the Seawolf class long out of production — limiting access to replacement parts — but the unique construction of the class, which only ever comprised three boats, poses unparalleled challenges.

In the past, the Navy might have leveraged decommissioned submarines for parts, but with such a limited class, this traditional salvage path is closed.

It is a situation that underscores the importance of the Connecticut as a prized asset, despite it having been in operation for 25 years.

Contributing to the intricacy of the submarine’s plight are the concurrent seismic upgrades being undertaken at the Puget Sound Naval Shipyard.

The Navy has embarked on “construction efforts include drilling holes for the installation of anchors inside the dry dock walls to enhance structural integrity and ensure the safety of the workforce, community, environment, and submarines.”

As of November 2022, nearly 40% of the Navy’s submarine fleet found itself sidelined in maintenance or awaiting such, a condition that has been termed a slow-moving crisis.

The decision to undertake the expensive and lengthy repairs on the Connecticut may be, in part, an effort to mitigate this strategic disadvantage.


Notably, the propulsion plant of the USS Connecticut was unaffected by the impact and “continues to operate as designed.”

The Navy’s commitment to returning this particular submarine to service underscores the vessel’s value and the critical capabilities it brings to the fleet.

Furthermore, the extensive repair period presents an opportunity for potential upgrades to the boat’s systems, though specifics remain undisclosed.

New Hampshire Republican gubernatorial candidate Kelly Ayotte on Tuesday torched Massachusetts Gov. Maura Healey's recent comments on a migrant rape case in the Bay State.

Healey, a Democrat, recently was asked on camera by Boston 25 News about the case against Cory Alvarez, a 26-year-old migrant from Haiti who is charged with raping a 15-year-old disabled girl at the Comfort Inn in Rockland, Massachusetts, that was converted into an emergency migrant shelter by the state.


"It’s a horrible situation."

"It’s a horrible allegation."

"My thoughts are with the victim and her family," Healey told the outlet at an event in Dorchester last week, defending the vetting process for migrants who are placed at the state's emergency shelters.

"I think we have the right systems in place."

"Unfortunately, this is a terrible incident."

"This is also an individual who came in lawfully under the federal government through a federal program…."

"Unfortunately, we have security and systems in place, we have vetting in place, it is unfortunate, from time to time things will happen."


Ayotte, a former U.S. senator, issued a statement on Tuesday demanding her Democratic opponent Joyce Craig "denounce" Healey's endorsement in the New Hampshire governor's race.

"This is the problem with politicians."

"There are real consequences for these dangerous sanctuary policies and when the system fails our children, it is not good enough to say it will happen – it is unacceptable, and it must be fixed."

"Maura Healey should be ashamed of herself," Ayotte said in a statement to the Boston Herald.


"Unfortunately, Joyce Craig agrees with her Massachusetts mentor’s dangerous sanctuary policies and would bring this crisis to New Hampshire."

"Craig needs to denounce Healey’s endorsement, and once and for all condemn sanctuary policies," she added.

Craig's team later responded in a statement provided to Fox News Digital.

"This is a disgusting attack by Kelly Ayotte, who should know better than to use a heinous crime to score political points," Craig Brown, campaign manager for Joyce Craig for New Hampshire, said.

"Joyce worked closely with law enforcement to reduce violent crime in Manchester by nearly 40% as mayor and she supports legislation to strengthen our nation’s border."

"Kelly Ayotte proved she is more interested in playing politics than addressing the border crisis when she opposed the bipartisan border security bill that would have delivered billions to secure the southern border, provide more screening for migrants, and prevent fentanyl from being smuggled into our communities."

In a post on X sharing the Herald's story, Ayotte also wrote, "Joyce Craig can hide from the media all she wants, but she can't hide from the truth."

"The truth is, Joyce agrees with @MassGovernor 's sanctuary policies that have left the commonwealth in complete chaos."

"I will not let Joyce Craig MASS up New Hampshire."

Fox News Digital also reached out to Healey's office for comment but did not immediately hear back.

The Plymouth County District Attorney’s Office said Rockland police responded to the Comfort Inn on March 13 to reports of a sexual assault.

The hotel participates in a state and federal program to house migrant families, and Alvarez lived at the hotel.

When officers arrived, they spoke with the 15-year-old female victim, who was taken to an area hospital to be treated.

Multiple Department of Homeland Security sources told Fox News last week that Alvarez is a Haitian national who came to the U.S. in June via the Cuban, Haitian, Nicaraguan and Venezuelan (CHNV) parole processes.

The policy, first announced for Venezuelans in October 2022, allowed a limited number to fly directly into the U.S. as long as they had not entered illegally, had a sponsor in the U.S. already and passed certain checks.

In January 2023, the Biden administration announced that the program was expanding to include Haitians, Nicaraguans and Cubans and would allow up to 30,000 people per month into the U.S.

It allows for migrants to receive work permits and a two-year authorization to live in the U.S. and was announced alongside an expansion of Title 42 expulsions to include those nationalities.

"Former Biden Business Partner Accuses Hunter, Jim of Lying under Oath about Chinese Dealings"

In his opening statement before the House Oversight Committee on Wednesday, Hunter Biden’s former business partner Tony Bobulinski publicly accused the first son and his uncle, Jim Biden, of lying under oath about the nature of their business dealings with Chinese conglomerate CEFC.

Bobulinski cited three examples from Hunter Biden’s sworn testimony last month where the younger Biden allegedly committed perjury in describing the timeline of his CEFC dealings and his father’s apparent involvement.

“Hunter Biden gave his transcribed interview to the House Oversight Committee on February 28 and lied throughout his testimony,” Bobulinski said in his opening statement.

Hunter Biden said his work for CEFC began with a retainer in 2017, a claim Bobulinski believes is false based on a conversation he participated in where Hunter referenced his previous business dealings with CEFC.

Bobulinski is testifying on Wednesday about the Biden family’s foreign business dealings, the subject of the House GOP’s impeachment inquiry into President Joe Biden.

He testified behind closed doors last month and vividly recalled meeting Hunter, Joe, and James Biden in May 2017 to discuss a proposed joint venture with CEFC.

Hunter Biden claimed his father never interacted with his son’s business partners and repeatedly denied his father’s involvement in those dealings.

However, Hunter Biden confirmed Joe Biden met Bobulinski and multiple foreign business partners, and spoke to business associates on speakerphone.

“The sole reason Hunter wanted me to meet his father was because I was the CEO of Sinohawk, the Bidens’ partnership with CEFC."

"I was a business associate."

"In his transcript, Hunter confirms that that meeting with Joe took place and incriminates his Uncle Jim for perjury by confirming it,” Bobulinski said.

In March 2017, Hunter Biden’s then-business partner Rob Walker received a $3 million payment from State Energy HK, an account linked to CEFC.

Walker distributed roughly $1 million of the State Energy HK funds to bank accounts linked to Hunter Biden and other members of the Biden family, bank records show.

The $3 million wire to Walker took place after Hunter Biden and his business associates held meetings with CEFC and helped explore business deals, according to Walker’s testimony and Hunter Biden’s federal tax indictment.

Joe Biden’s vice presidency concluded only weeks before the State Energy HK payment came in.

Bobulinski also accused James Biden of lying under oath about the details of their involvement.

Testifying behind closed doors last month, James Biden repeatedly denied meeting Bobulinski, contradicting the testimony given by Bobulinski and Hunter Biden, according to a transcript of his testimony.

Despite being shown exhibits to the contrary, James Biden doubled down on his denial that the May 2017 meeting with Bobulinski and Joe and Hunter Biden took place.

Likewise, James Biden denied signing any agreement to get into business with Bobulinski through Oneida Holdings, a holding company created for the CEFC proposal.

When presented with a signed copy of the Oneida agreement, James Biden said he could not recall being part of the Oneida arrangement.

The CEFC proposal involving Bobulinski fell apart, and the Bidens entered a separate joint venture with CEFC called Hudson West III to help CEFC explore U.S. energy deals.

“There are many other examples of Hunter’s and Jim’s lies, which I am happy to discuss during my testimony here today, and I hope this Committee will hold them accountable for their perjury before you,” Bobulinski added.

Alongside Bobulinski, imprisoned former Biden associate Jason Galanis is testifying virtually about the business enterprise he worked on with Hunter Biden and other business partners.

Galanis’ opening statement on Wednesday mirrors private testimony in which he claimed Joe Biden helped his son finalize deals with Chinese and Russian business partners.

“The entire value-add of Hunter Biden to our business was his family name and his access to his father, Vice President Joe Biden,” Galanis testified.

He believes he is risking his safety to testify because of alleged retaliation by the Justice Department during his time in prison for participating in a fraudulent bond scheme.

Devon Archer, a key witness for the impeachment inquiry, declined to participate in the hearing.

He is facing a year and a day in prison over his role in the bond scheme.

The impeachment inquiry is primarily focusing on Hunter Biden’s foreign business dealings with individuals and entities in Ukraine, Russia, China, Kazakhstan and Romania.

Hunter Biden declined to show up at the public hearing after previously urging the committee to allow him the opportunity to testify publicly.

House Oversight Committee Chairman James Comer (R., Ky.) is leading the hearing examining the Biden family’s business dealings.

“What is apparent, after over a year of investigation, is that the Bidens do not work in any traditional sense of the word."

"They do not work as consultants."

"Or lawyers."

"Or advisors."

"The Bidens don’t sell a product or a service or a set of skills,” Comer stated.

“The Bidens sell Joe Biden.”
