Let’s dig a bit deeper and see what we can see on that subject by going to an article on the Arms Control Association titled “The Conventional Armed Forces in Europe (CFE) Treaty and the Adapted CFE Treaty at a Glance,” Fact Sheets & Briefs last Reviewed August 2017, where the first thing we see is the list of CFE States-Parties, to wit:

Armenia, Azerbaijan, Belarus, Belgium, Bulgaria, Canada, Czech Republic, Denmark, France, Georgia, Germany, Greece, Hungary, Iceland, Italy, Kazakhstan, Luxembourg, Moldova, the Netherlands, Norway, Poland, Portugal, Romania, Russia, Slovakia, Spain, Turkey, Ukraine, the United Kingdom, and the United States.

So there we see Ukraine and all of Joe Biden’s crowd who are today fomenting war against Russia by pouring arms into Ukraine being for arms reduction and peace with Russia back then.

So what has changed?

“For us, there is a certain level of integration and a symbiosis in the strategy we are pursuing in Europe and the strategy we’re pursuing in the Indo-Pacific,” National Security Advisor Jake Sullivan told reporters on May 18.

“President Biden’s unique capacity to actually stitch those two together is, I think, going to be a hallmark of his foreign policy presidency.”

The only hallmark of Joe Biden’s foreign policy presidency is stupidity and idiocy, which takes us back to the CFE treaty article, to wit:

Member states of each alliance then divided their respective “bloc” limit among themselves, in effect creating national limits.

(The Soviet Union’s limits were subsequently parceled out among eight of its successor states in 1992.)

And there we see the CFE popping up as an important treaty to the United States, this at a time when Joe Biden, a worthless hack politician who never held a real job in his life because he could not cut it in the real world, was in the senate where he served for thirty-six years from 1973 to 2009, and according to his bio, during those 36 years, Biden served in leading roles on both the Judiciary Committee and the Foreign Relations Committee, including eight years as chair of the Judiciary Committee and four years as chair of the Foreign Relations, so clearly, Joe would be as aware of this basic American history as I am, which makes what he has done since to completely dismantle that forward progress totally reprehensible, which takes us back to the article of the Office of the State Department Historian, as follows:

As of January 2007, NATO’s 22 CFE states-parties claimed collective holdings of 61,281 TLE versus a cumulative limit of 101,697.

Russia reported holdings of 23,266 TLE against limits of 28,216. [2]

From 1992 through 2008, CFE states have reduced more than 52,000 pieces of conventional armaments under the treaty.

Many states reduced their holdings more than required – with over 17,955 voluntary reductions or conversions below treaty limits.

And that article also makes mention of the fact that in the last year of the Obama administration, the U.S. established the Ukraine Security Assistance Initiative, which provided U.S. military equipment and training to help defend Ukraine against Russian aggression, which takes us to a Congressional Research Service analysis titled “U.S. Security Assistance to Ukraine” updated June 6, 2022, where we have some relevant background history, to wit:

The United States has been a leading provider of security assistance to Ukraine, both before and after Russia renewed its invasion of Ukraine on February 24, 2022.

From 2014, when Russia first invaded Ukraine, through June 1, 2022, the United States has provided more than $7.3 billion in security assistance “to help Ukraine preserve its territorial integrity, secure its borders, and improve interoperability with NATO.”

The suspension from June 1 is due to Shell’s refusal to pay for supplies in rubles, Gazprom said.

S&P Global Ratings noted the risk premium on European emerging-market corporate debt is now almost double its five-year average, compared to a roughly in-line reading at the start of the year.

Formerly lucrative firms, such as banks, energy producers and mining companies, have been reduced to junk status.

The debate mirrors broader tensions in the trans-Atlantic alliance, with agreement harder to find on how much more pain to inflict on Putin.

A harbinger of the challenges to come emerged in recent days, when the European Union agreed to pursue a ban on oil imports — but only after granting carve-outs to Hungary — and then were unable to decide on what to do next or how aggressively to go after gas imports.

Until now, unity had been a defining characteristic of the US and European response to the war.

“We continue to look at what other sanctions we can impose,” Jose Fernandez, the undersecretary of state for economic growth, energy and the environment, said in an interview.

Yet with Putin undaunted by the economic chokehold and pressing ahead with his war, there are growing calls within the administration to test that unity by taking action against other countries and companies that help Russia evade sanctions or provide what the US calls “material support” to sanctioned entities.

They argue that such moves would be narrowly targeted, nothing like the broad sanctions campaign that sought to stifle Iran over its nuclear program by targeting almost any country or company that did business with Tehran.

Many US allies and humanitarian groups argued that approach was counterproductive.

But supporters of the harder line say that, with the war in its fourth month, its time has come.

“There’s a time and a place for considered US unilateral action,” said Edward Fishman, a former State Department official who is now an adjunct professor at Columbia University.

“There’s no good argument against maximizing sanctions on Russia.”

“And the sooner you do it, the better because time isn’t really on our side.”

But that’s testing the limits of what sanctions can do in the face of a evidence that even crippling penalties fail to force stubborn regimes to capitulate.

Skeptics point to sanctions programs against nations such as North Korea, Venezuela, Syria and Cuba that have only entrenched adversarial leaders determined to hunker down and pass the suffering onto their own populations.

If the US goes forward with more sanctions, it might find itself largely alone in such efforts, in effect inserting the wedge between it and allies that Putin has a history of exploiting.

It could also further roil energy markets, possibly causing new pain at US gas pumps.

The debate is also forcing a wider reassessment of the sanctions campaign.

Officials are confronting the fact that the oligarchs who have been targeted by sanctions may not wield the influence with Putin they once had.

And the administration has shifted away from its argument that sanctions could hasten the end of the war to the claim that sanctions, export controls and other restrictions will take a long time — perhaps years — to weaken Putin.

“I can’t deny that,” Hochstein told the Senate Subcommittee on Europe and Regional Security Cooperation in response to a question about whether Moscow was making more money now off its crude oil and gas sales than a couple of months before the war started.

The International Energy Agency said in May that Russia’s oil revenue was up 50% since the beginning of the year to $20 billion a month, with the EU taking the biggest share of its exports.

The EU’s ban on Russian oil, expected to take full effect at the end of the year, could cut that revenue.

India’s purchases of Russian oil more than doubled in May from the previous month to hit a record high above 840,000 barrels per day and will likely rise again in June, according to commodity analysts Kpler.

Hochstein said he has asked Indian officials not to purchase too much Russian oil, and told them the United States cannot ban its purchases of the crude because it has not imposed secondary sanctions on those sales.

While Russia provided about 45% of the EU’s natural gas last year, Hochstein has been working to decrease that dependency by encouraging the diversion of shipments to the EU of liquefied natural gas (LNG) from the United States, Qatar and Australia.

In the first four months of the year U.S. LNG shipments to Europe jumped 18% from the 2021 annual average.

Now think about that phrase “Hochstein has been working to decrease that dependency by encouraging the diversion of shipments to the EU of liquefied natural gas (LNG) from the United States,” and the use of the word “diversion” while asking yourselves this pertinent question not being asked elsewhere, to wit: just who the hell is Amos Hochstein, and where does he get the authority to divert anything, let alone our LNG, so he can supply Europe, instead?

And that answer is that Amos J. Hochstein, born January 4, 1973, is a U.S. businessman, diplomat, and lobbyist who has worked in the U.S. Congress and who has testified before congressional panels, and most importantly as far as Joe Biden is concerned, Joe being concerned with political loyalty above all else, Amos served in the Hussein Obama administration under Secretaries of State Clinton and Kerry, and he was appointed Deputy Assistant Secretary of State in 2011 and as Special Envoy and Coordinator for International Energy Affairs.

In 2015, Obama nominated Hochstein to be the Assistant Secretary of State for Energy Resources but the Senate did not act on the nomination.

And lo and behold what do we have here: while at the State Department, Hochstein worked as a close advisor to Vice-President Joe Biden, serving in the administration from 2011 to 2017.

As I say, with Joe, it is about loyalty, not competence.

Then, in March of 2017, Amos joined Tellurian, a private Houston-based LNG company, where he served as Senior Vice President Marketing until his departure in September of 2020, and now Amos serves on the boards of the Atlantic Council and U.S.-India Business Council.

And look at this: Hochstein is a former member of the supervisory board of Ukrainian Naftogaz, from which he resigned in October 2020 by writing an opinion piece that highlighted the return of sabotage in the form of corrupt forces.

Going back to that press release once more, we come to this relevant item with respect to corruption in Ukraine and Amos Hochstein’s op-ed, to wit:

In 2014, Hussein Obama and Joe Biden were bragging up them spending U.S. tax dollars to clean up corruption in Ukraine, and seven (7) years later, in 2021, we see corruption in Ukraine as still being an issue.

And quite obviously, from the fact that he had the integrity to not only resign, but to pen an op-ed blowing the whistle on corruption under the thuggish twerp Zelensky, to whom we are all supposed to be bowing as the savior of democracy for the world, a crock of horse**** given that Zelensky is a dictator who like Hitler before him has suspended the Constitution of Ukraine, nothing got done by Joe Biden and not only did nothing get done, but the whole matter was buried.

An unverified government auditor’s report was leaked to the media, CEO Andriy Kobolyev took ill with COVID-19 and supervisory board member Amos Hochstein resigned citing a growing opposition to reform and political interference in Naftogaz’s work.

The escalation in pressure has spooked investors, who fear Ukraine may be slipping faster than previously anticipated from its reform-focused track.

Rather than signalling problems within Naftogaz itself, however, experts see these events as a red flag, potentially heralding attempts to reverse gas market reforms implemented in recent years and a return of corrupt schemes.

In Hochstein’s own words, the state-owned enterprise is “facing sabotage.”

In the years following the Euromaidan revolution Naftogaz built a strong reputation among foreign investors and supporters of reform in Ukraine.

Previously used by politicians for personal enrichment and political horse-trading (which left it unprofitable and in need of state subsidies), it changed radically after new management took over in 2014.

An attack on Naftogaz, hence, is viewed by many as an assault on the legacy of reform and successes achieved in previous years.

Even more concerning for many has been the early October resignation of Hochstein.

A former US diplomat who served in the Obama administration, Hochstein was a guarantor of the integrity of Naftogaz and its ability to withstand political meddling.

Ukraine’s gas sector has historically proved to be the country’s Achilles Heel and has served as a source of endless corruption.

“The American’s departure adds to mounting fears of a return to the corrupt practices that plagued Naftogaz for many years prior to a major shake-up in the Ukrainian gas sector beginning in 2014,” explained Sabadus, adding that the resignation was not a “complete surprise to Ukraine observers who have been paying attention to the removal of numerous reformists from key positions in recent months.”

And there, people, in the murky world inhabited by Joe Biden and his son Hunter, was the unforgivable sin of Andriy Kobolyev, the respected chief executive officer of Naftogaz, the state-owned energy company that has been at the center of some of Ukraine’s biggest corruption scandals over the past three decades – going after corruption that was feeding Hunter Biden, which made Andriy Kobolyev a direct threat to Joe Biden, who controls who can be what in Ukraine.

According to the RFE story, in testimony to Congress in November 2019, former U.S. Ambassador to Ukraine Marie Yovanovitch called Kobolyev “as clean as they come” and “fearless” in pursuing reforms, which raises questions about what role Joe Biden himself was playing here, which takes us back to the Senate Report named above, where we have the following to consider concerning the role of Joe Biden in protecting Ukraine’s corruption, to wit:

Access to relevant documents and testimony has been persistently hampered by criminal investigations, impeachment proceedings, COVID-19, and several instances of obstructive behavior.

Accordingly, this investigation has taken longer than it should have.

The Chairmen’s efforts have always been driven by our belief that the public has the right to know about wrongdoing and conflicts of interest occurring within government, and especially those conflicts brought about by the actions of governmental officials.

This is a good-government oversight investigation that relies on documents and testimony from U.S. agencies and officials, not a Russian disinformation campaign, as our Democratic colleagues have falsely stated.

What the Chairmen discovered during the course of this investigation is that the Obama administration knew that Hunter Biden’s position on Burisma’s board was problematic and did interfere in the efficient execution of policy with respect to Ukraine.

Moreover, this investigation has illustrated the extent to which officials within the Obama administration ignored the glaring warning signs when the vice president’s son joined the board of a company owned by a corrupt Ukrainian oligarch.

And, as will be discussed in later sections, Hunter Biden was not the only Biden who cashed in on Joe Biden’s vice presidency.

This report not only details examples of extensive and complex financial transactions involving the Bidens, it also describes the quandary other U.S. governmental officials faced as they attempted to guide and support Ukraine’s anticorruption efforts.
